Lou Tapscott, the founder of Lighthouse R & D Enterprises, Inc., has been a pioneer in the offshore oil and gas industry for over 40 years. Approximately 30 years of his career were spent in the early development of the oil and gas industry in Australia, South East Asia, North Sea, and the deepwater Gulf of Mexico. He has been a director and officer of public companies in the subsea industry that provide services and technology targeted to the oil and gas industry.

Mr. Tapscott was the Chairman of the Deepstar vendor community for a number of years. As a result of his career experience and his association with Deepstar, he concluded that the offshore industry does not have adequate deepwater current information, on a global basis, to be able to evaluate production and qualify risk.

In order to provide the latest advances in technology for total deepwater projects, he has initiated a global research program to (1) collect ocean data to identify current phenomena, (2) identify how the physical ocean environment affects deepwater field development, and (3) develop new and underutilized technology for the maritime industry.

The results of these endeavors will be used to minimize potential project downtime and to form a database that can be used for environmental risk assessment. This will help reduce the high cost of deepwater projects and minimize the potential environmental impact these projects and natural hazards have on the coastal marine environment.
